Kentucky Municipal Power Agency is a public agency formed in 2005 by the Paducah Power System and the Princeton Electric Plant Board (collectively, “the Members”) to finance a 7.82% 124MW ownership interest in the Prairie State Energy Campus (“PSEC”). Headquartered in Paducah, Kentucky, KMPA is authorized to coordinate planning, construction and operation of joint electric power supply projects for its members.
KMPA is governed by a 4-person Board, which directs the business and affairs, and is composed of two directors designated by each Member, including one executive officer of each Member. Under the Power Sales Agreements (PSAs), each Member has agreed to pay for its portion of KMPA’s share of PSEC costs at rates sufficient to enable KMPA to recover all of its incurred costs, regardless of operational status.
