Prior to being elected property appraiser, he held the positions of Chief Deputy, Supervisor of Deeds, Mapping and GIS, and Field Deputy. Clay attended St. Johns River State (Community) College and the University of Louisville. He is a State Certified Residential Appraiser (RD3982), a Certified Florida Evaluator (CFE), and a Certified Cadastralist of Florida (CCF).
